Recidivism is the term used to describe the behavior of repeatedly committing crimes and it’s a big problem here in Los Angeles County. For years, law enforcement officials have struggled with the problem of overcrowded prisons and jails all over the state. Thanks to the passing of Prop 47, the measure that reduced many felony-level offenses to misdemeanors, California’s overcrowding problem has been lessened for the time being. However, keeping people out of jail the first time isn’t the only way to lessen prison populations; and the answer as to how to keep them from coming back has eluded law enforcement agencies all over the country for years.

In an attempt to remedy this problem, Attorney General Kamala D. Harris has announced a pilot program dubbed “Back on Track LA” that is designed to reduce recidivism.  According to the Attorney General: “Back on Track LA will work to reduce levels of recidivism by connecting offenders with the education and job opportunities that get their life back on track.” The program will be run by the LASD and various partners and will attempt to reduce recidivism by providing education and re-entry services beginning before an inmate has been released from jail and continuing afterward. Two of those partners are Los Angeles Mission College and Los Angeles Trade Tech College who will provide higher education opportunities that include prerequisite classes that count toward degrees and certificates.

Those who participate in the program must be inmates who have been convicted of non-violent, non-sexual and non-serious crimes.
